Abstract

Investments are money resources, shares, stocks, other securities, machinery, equipment, other target and real estate, technological developments, intellectual property, which are investing in undertakings of business and other types of activities on the territory of the Region aimed at gaining profit and/or achieving positive social effect.

Today’s economic and competitive landscape requires the efficient and proper allocation of resources —whether they are financial, technical, or human. Because of the overwhelming infusion of technology over the last decade, the IT organization has become one of the major integrators, suppliers, and consumers of these resources. One of the major keys to the success of an IT organization is the ability to clearly align its IT projects and investments with the strategic and tactical goals of the company so that resources are used properly. To view the landscape and execute within the corporation, IT management requires defined goals, established processes, and structured project management. In the face of escalating service demands placed on the IT organization, challenges continue to arise. How does a company create a framework that provides 100 percent visibility and centralized control of all IT service requests and work delivery, ranging from implementation of capital projects to routine activities like desktop support and helpdesk inquiries? How does an organization manage and prioritize those requests? What is the best way to route and recruit the people with the necessary skills to the correct project? How does a company successfully align work against the budget to effectively report the results to the finance department?

An excellent first step is to evaluate strategic and tactical processes — strategy and planning, enterprise architecture, financial management, IT reporting, demand management, application development, delivery management, project management, risk management, resource management, and supplier management — to make sure that they adhere to a best practice framework.

The decision of the enterprise investment streams economic efficiency estimation problem is offered to be carried out on the basis of modern intellectual technologies: theories of fuzzy sets, neutron networks, methods of fuzzy logic and genetic algorithms. Fuzzy sets enable to formalize qualitative basis quantity, to reveal cause and effect relations between adjustable parameters and quantities influencing them and to formulate an indistinct conclusion in conditions of uncertainty. The genetic algorithms, that are a derived product of casual search methods, seems to be essentially effective for the decision of a considered problem.
